China Unveils 8-Billion-RMB Subsidy Package for Hydrogen Energy

On March 16, 2026, China’s Ministry of Industry and Information Technology (MIIT), Ministry of Finance (MOF), and National Development and Reform Commission (NDRC) jointly introduced a new pilot initiative aimed at accelerating the shift of hydrogen energy from a niche vehicle fuel into a key pillar of the country’s industrial and transportation systems.

This policy represents an important step forward. While it builds on the 2021 fuel cell vehicle pilot program, it significantly broadens the scope by expanding hydrogen use across multiple sectors. Below is a summary of the main elements of the policy, followed by key observations.

Key Highlights of the Policy

1. Strategic Goals and Targets

The program seeks to overcome current technical and economic barriers by promoting hydrogen adoption across diverse industries. Major targets set for 2030 include:

• Lower Costs: Reducing the end-user price of hydrogen to below 25 RMB/kg, with a more ambitious goal of 15 RMB/kg in regions with abundant resources.

• Scaling Deployment: Expanding the national fleet of fuel cell electric vehicles (FCEVs) to around 100,000 units—roughly double current levels.

• Industrial Advancement: Driving innovation in electrolyzers, storage technologies, and fuel cells to position hydrogen as a major engine of economic growth.

2. The “1+N+X” Pilot Framework

The initiative establishes a structured model for city clusters to develop hydrogen ecosystems:

• 1 (Core Transport Applications): Expanding hydrogen use in heavy-duty trucking, cold-chain logistics, and public transit through the development of “hydrogen highways” and transport corridors.

• N (Industrial Applications): Encouraging green ammonia and methanol production, replacing conventional chemical feedstocks with hydrogen, advancing hydrogen-based steelmaking, and blending hydrogen into natural gas networks for industrial heating.

• X (Emerging Applications): Supporting early-stage use cases in shipping, aviation, rail, mining, and stationary power systems such as backup generation.

3. Funding Mechanism and Selection Process

Instead of traditional subsidies, the government will use a performance-based “awards” system:

• Scope: Five city clusters will be selected in the initial phase.

• Timeline: The pilot will run for four years.

• Funding: Each selected cluster can receive up to 1.6 billion RMB, with a total national funding pool of 8 billion RMB.

4. Sustainability and Compliance Requirements

The policy strongly emphasizes environmental integrity across the hydrogen value chain. It explicitly bans labeling coal-based ammonia or methanol as “green” and promotes the development of renewable-powered hydrogen production, including off-grid systems, to replace fossil-based alternatives.
