In Russia the President signed a law allowing the regions to establish tax credits for hydrogen and ammonia producers

In accordance with the adopted amendments, for taxpayers engaged in the production of ammonia and (or) hydrogen using new production facilities, the laws of the regions of the Russian Federation may establish a reduced tax rate for the income tax payable to the budgets of the regions of the Russian Federation. New production capacities are recognized as ammonia and (or) hydrogen production facilities first put into operation after January 1, 2025.

The law also establishes a zero tax rate for the mineral extraction tax in the production of natural gas and (or) gas condensate in subsoil plots located in whole or in part on the Yamal and (or) Gydansky peninsulas in the Yamalo-Nenets region, used exclusively for production ammonia and/or hydrogen.
