Hydrogen-power cluster based on Penzhinskaya tidal power plant
As a part of the cluster it is planned to build a plant for the production of hydrogen by water electrolysis method and its liquefaction and/ or a plant for the production of ammonia. To power the plants, it is planned to build a tidal power plant (TPP) in the Penzhinskaya Bay of the Okhotsk Sea, as well as a wind power plant (WPP) near the village Tilichiki.
The potential capacity of the Penzhinskaya TPP is estimated at up to 110 GW, the capacity of 1st phase of the Penzhinskaya TPP will be preliminary 300 MW, the 1st phase of the wind farm is tentatively considered in the amount of at least 100 MW.
To transmit electricity from TPP and WPP, it is planned to build a power transmission line with a length of 230 km (from TPP) and up to 30 km (from WPP).

TRANSPORTATION
At the initial stage, transportation of liquid hydrogen is considered using tank containers for liquid hydrogen, transportation of ammonia - using tank containers for ammonia, in the long run – using specialized ships for the transportation of liquid hydrogen and specialized gas carriers for the transportation of ammonia.
To ensure the shipments of products, it is planned to construct a high-latitude sea terminal in the Corf Bay.
The countries of the Asia-Pacific region are considered as the key sales markets.
THE 1st PHASE OF THE CLUSTER
Will make it possible to produce about 17,500 tons of liquid hydrogen or about 115,000 tons of ammonia annually. The planned implementation term for the 1st phase of the cluster is 2034, while the start of shipments to consumers of products produced using electricity from the wind farm is expected beginning from 2026.
THE 2nd PHASE OF THE CLUSTER
Will include the 2nd phase of the Penzhinskaya TPP with a capacity of 21.4 GW, as well as the 2nd phase of the WPP with a capacity of up to 1 GW and will annually produce about 1.2 million tons of liquid hydrogen or about 7.7 million tons of ammonia.
